Previously at the Corporate Finance Directorate, Charles Moussy joined the Regulatory Policy and International Affairs Directorate on 6 December to head the Innovation and Digital Finance Division. He takes over from Domitille Dessertine, who is leaving the AMF after eight years.
Charles Moussy joined the AMF’s Corporate Finance Directorate in 2015, where he was in charge of monitoring financial transactions and the information disseminated by listed companies in the technology and media sectors. Since 2018, he has also been involved in the design and implementation of the regulations on Initial Coin Offerings (ICOs) and, more generally, on issues related to crypto-asset issuance.
The main tasks of the new Innovation and Digital Finance team, which is currently being renewed, will be to monitor and analyse innovations in the financial services sector, identify competitiveness and regulatory issues, and oversee work aimed at changing European or French regulations. The team is in direct contact with financial innovation players and will also represent the AMF in working groups of the European Securities and Markets Authority (ESMA) and other French, European and international organisations and forums. It will provide expertise to other AMF Directorates on issues related to technological innovations.
Charles Moussy, 36, is a graduate of the University of Paris 1 Panthéon-Sorbonne and holds a Master’s Degree in Finance and another in Economics. He began his career at Mazars as Head of Financial Audit and Restructuring Missions for key accounts. He has been lecturing at Paris Dauphine University since 2021.
